Approval of 99-Year Ground Lease to City Council
Major milestone for One Boca proposal that will enhance downtown
and preserve Memorial Park
December 19, 2025 – Yesterday, the City of Boca Raton’s Planning & Zoning Board unanimously voted to recommend approval of the 99-year ground lease for the One Boca proposal to the Boca Raton City Council. This marks a major milestone for the proposal, which aims to create a true downtown destination where residents can live, work, shop, and gather.
The ground lease covers 7.8 acres of land located east of NW 2nd Avenue and adjacent to the Brightline station. The One Boca proposal is a major investment in Boca Raton’s future—protecting Memorial Park, modernizing civic buildings and infrastructure, and doubling downtown public recreational space compared to what exists today.
The smaller, smarter plan creates a safer, more vibrant destination that will generate over $2 billion in revenue for the city, funding park improvements, civic facilities, and future community investments—including a new police substation, City Hall, and Community Center—without raising taxes. It establishes a true sense of place with a pedestrian-only shopping and experiential promenade linking the Brightline Station to Palmetto Park Road, where people can meet, dine, and enjoy the heart of Boca Raton together.
The combination of public amenities with small-scale private uses—such as residential housing, community-serving retail, and a boutique hotel—will create a vibrant, people-focused downtown.

Public engagement remains a key component of the project. The One Boca team continues engaging with residents, stakeholders, and business community members to gather feedback and highlight the project’s benefits.
On January 6 and January 20, the Boca Raton City Council will vote on the Master Plan Agreement. On March 10, the item will appear on the ballot for voter approval.
One Boca Highlights:
- Not a blade of grass will be reduced. In fact, for the first time, new park space will be created east of NW 2nd Avenue, connecting both sides of downtown with green, walkable public areas.
- Memorial Park will remain 100% City-owned, preserved, and enhanced as the civic heart of downtown.
- Usable public recreation space will more than double—from 7.6 acres to 15.4 acres—including new playgrounds, tennis courts, and shaded walkways.
- New public facilities will be delivered, including a City Hall, Community Center, and Police Substation.
- The One Boca team is exploring extending the El Rio Trail into the Government Campus.
